You have to have a additional piece of hardware since in Exchange 2007 you can't put all server roles on a cluster, so I would go this route:
    1. Buy new hardware for Hub-Transport/CAS server (better two since you want to have a clustered mailbox server).
    2. Buy new storage for both cluster nodes since I would not install a single copy cluster under Exchange 2007 instead I would utilize a CCR cluster.
    3. Install HT/CAS Server as the first Exchange 2007 server.
    4. Remove one node from the cluster.
    5. Connect the new storage to the node and install Windows 2008 x64.
    6. Configure a new cluster.
    6. Install Clustered mailbox role - active node.
    7. Move mailboxes and public folders from Exchange 2003 to Exchange 2007.
    8. Remove the Exchange 2003 server from the organization.
    9. Connect new storage to the former Exchange 2003 node and install Windows 2008 x64.
    10. Join the cluster.
    11. Install Clustered mailboxserver role - passive node.

I might have missed some steps, but this are roughly the steps to do.
If you are not familar with Exchange 2007 I would strongly recommend to get some help from someone who knows what he is doing.
