    I've hosted exchange 2003 with latest patches

    Exchange is configured excatly like this :

    Google this Shared_Hosting_Exchange_2003_Part1 and Part2 Can't post links

    Please notice part two also, I've configured offline address book security settings with adsiedit

    Some how when I configure account to Outlook address book is right one, but next 24 hours it downloads wrong address book.

    Even IF I configure Outlook to NOT download offline address book.

    Current solution to fix problem is manually delete offline address book from Outlook data folder

    No matter how I configure offilne address book rights, even deny permission doesn't affect.

    The solution you have used is no longer supported by Microsoft, as it has a very high failure rate. Therefore i would suggest that you move to a more modern version of Exchange which does support segregated address lists. At the moment that means Exchange 2007, and Exchange 2010 when SP2 is eventually released.

      In this case it woun't be a solution.

        You can try setting it up again, but you are in an unsupported scenario trying to do something that is known to have a very high failure rate.
        If it is a business requirement then move to a support solution.
        If it isn't a business requirement then return to a single GAL.
