Yes. I am sure someone in the world has.

Which version of Exchange (and which SP)?
    What server OS?
    Anything in event logs?
    What client browser and OS?
Has it just started, or always happened?
If just started, has anything changed recently?

Any other helpful information that might give people a clue?

      1. We are using Exchange 2003 SP2
      2. OS level is Server 2003 R2
      3. The only error ID's in the event log are 8213 and 3029
      4. Clients are Apple products (iphone/ipad)
      5. Adding Mobile devices and ActiveSync was just put in place and this was the first run of it
      6. N/A
      7. The phones are able to pass through the firewall but seem to be refused at the server

Try https://testexchangeconnectivity.com and see what you get. ActiveSync and OMA are NOT the same thing, I would assume you want to use ActiveSync on your Apple devices as they support it natively, rather than using OMA which is a low-res version of OWA and has been removed from newer versions of Exchange.
