Probably a problem with IIS. Have you restarted the server or the IIS services?

Simply typing that error code in to gives the first hit from Technet, how to troubleshoot this error.

Hmm, does I understand you correct: Your tried a direct upgrade of this server from Exchange 2003 to Exchange 2007?

Then you are really in trouble.

I don't even know how to start, since it is simply not possible to make a direct upgrade. Did not know that the setup of Exchange 2007 would even start in that way.

In place upgrades are not supported and do not work.
You have probably screwed up IIS completely, which will require a reinstall. You may well be looking at having to go back to the last backup of the server and recovering that way.

                    Re: Exchange error code c007274c

You cannot reinstall IIS on its own, you have to reinstall Exchange as well.
Personally I would be looking to rebuild the entire server. If you attempted to install Exchange 2007 on to the same machine you have probably caused it a lot of damage that will not be possible to recover from.
Microsoft have extensive documentation on recovering Exchange on their web site.

Not really sure why you think that removing the machine from the domain will help. That will do nothing for an application issue.

Although it may appear fixed, you would be best (IMHO) to do a full recovery of the Exchange server, preferably by building a new one and moving everything to it.
You can then gracefully decommission the old server and rebuild it with Exchange 2007, then move the mailboxes back.

At present, given the tortures you have inflicted on the server, you are living on borrowed time
