    What I wish to accomplish:

    Create a server side rule or group policy to force email messages that are tagged in subject line as spam

    (we have employed a filter that does this-- the only reason users get tagged messages - prevent false positives)

    I have downloaded and checked available .adm settings for outlook 12

    As far as I am aware it is not possible to do that with group policy. The usual method is to use a custom weighting in IMF.
