    Is it possible to queue a users email before delivery, so that it can be reviewed? In the case of a problem user

    Not too sure how you could do on a per user basis but what you could do in enable journaling on exchange and review all mails in / out of your organisation as per:

      I think mabye I asked that question wrong..

      I'd like for their outgoing email to go into a queue, which I then approve before it leaves the server.. I've already got them setup for monitoring, but being able to approve outgoing emails would be nice.

        There is nothing like that in Exchange. You can stop Exchange from delivering the email immediately, but there is no "approve" process.
