I followed the "How can I change the store limits in Exchange 2003 SP2?" article .The appropriate key "Database Size Limit in Gb" with decimal value 40was added and the store mounted and dismounted. and event 1216 in eventvwr still shows 16384MB. What am i doing wrong

Did you try restarting the Information Store service or even reboot the Exchange server? if not - try those.

If your store size is showing as 16384MB then that doesn't sound like Service Pack 2 hasn't applied correctly. That is the pre-SP2 limit.
Service Pack takes the limit up to 18gb by default.

I would suggest reapplying the service pack and then rebooting the server.
