    You cannot really compare Merek's admin model to Exchange.
    Exchange doesn't group users on the basis of the email address domain. AN email address is just that - it has no part to play in the admin of the Windows domain.

    Therefore what you want to do is not possible.
    You can restrict administration using admin groups for servers and then the delegate control wizard within both Exchange and the domain, but that does really require planning up front rather than trying to deploy something after the introduction of the services.
