I would like to enable local administrator account in windows vista home premium.

I tried and go to control pannel and try to locate local accounts but i couldn't so if any one can guide me.

    I appreciate that

Not sure if it works in Vista, but on the 'run' menu, type:

    control userpasswords2

Hopefully, the administrator account will appear there.

That is part of the UAC (User Account Control) feature introduced in Vista and you need to turn off UAC as per the link in order to do it, however it's not recommended as it is a good security measure especially for the Home users.
However for the Home versions of Vista Microsoft hasn't made the process very easy.
Have a look in here how to disable UAC for the Home editions: http://netsecurity.about.com/od/step...ss/homeuac.htm
