      Windows Vista
      The Exchange 2000 and 2003 tools are not supported on Windows Vista. You should use RDP to connect to the Exchange server, or build a virtual machine to run on the Vista machine that is running Windows XP SP2.


      From google it looks like even registering the files separately fails, probably because of IIS.
