I am seeing the following message in this W7 Workstation

Folder redirection policy application has been delayed until the next logon because the group policy logon optimization is in effect.

User is complaining workstation is slow at times and hangs

Message can appear 3 or 4 times a day and not necessarily when they log on, its random

      Re: Event ID 510

Logon optimization runs group policies asynchronously, meaning that the computer doesn't wait until all startup policies are run before allowing the user the opportunity to log in. According to http://support.microsoft.com/kb/305293:
Be aware that when logon optimization is turned on, a user may have to log on to a computer two times before folder redirection policies and software installation policies are applied. This is because applying these kinds of policies requires the synchronous policy application. During a policy refresh (which is asynchronous), the system sets a flag that indicates that applying folder redirection or a software installation policy is required. The flag forces synchronous application of the policy at the user's next logon.
So, actually, it appears that things are working as intended. Turn off logon optimization and see what happens.
