Is this the event logs or something else?
    Which OS?

If a re-install, if you didn't format the drive, you may have a windows.old directory with the (remains of the) previous installation

A format drive can recover the (event viewer ) system log files?

If you have formatted the drive before re-installing Windows you will not be able to retrieve any files.

If you repaired Windows, the event files (.evt) may be present. If you did a new installation without reformatting the drive then as Ossian says, you might be able recover them from the Windows.old folder.

There are, of course, the obvious questions:
          a) why do you need them
          b) why didn't you recover them before formatting?
