Moved to client OS forum for better response

You should be able to do it through a custom local policy

Can't block USB drives without registry hacks in XP.

Non-registry ways to do it (http://www.petri.com/disable_usb_disks_with_gpo.htm) typically block system files. The link above needs a GPO, and I'm not sure if it's one you can apply outside of a domain.

The registry hack doesn't need a domain. http://support.microsoft.com/kb/823732

              Have you tried this?
              1 1 was a racehorse.
              2 2 was 1 2.
              1 1 1 1 race 1 day,
              2 2 1 1 2

You can disable USB from bios.

Somehow I don't think the keyboard and mouse would be very happy if you did so
