    Need more information.

    Operating system? Edition? Service pack?

Is your machine on a domain?

    Are you a local administrator?

Flagged for a mod to move once we know which operating system.

Try doing a system restore to a date it was working,

            start>all programs>accessories>system tools>system restore.

Can you please post the exact error that you receive - a screenshot would be helpful.

Double check that your account is a member of the Administrators group. IT sounds like something may have been corrupted somewhere, in which case the best option would be to format and reinstall the operating system and recover your data from a recent backup.

No I can't access secpol.msc. I am getting an error message " Access Denied"

Now I am facing new problem.

I am using 256 kbps ,limited data transfer package.

My ISP is showing that I have downloaded 600 MB which exceeded the maximum limit.

And it has cut down 5 days from my valid days.

I have faced the same problem in the last month and ISP has cut down 10 valid days.

I think some one is hijacking my system .

I think it is better to reinstall the OS.

But how many times? I am really worried about these issues....

Some times I am getting an windows system error message that "there is an IP conflict in your network"

I think reinstalling the OS is not a good solution....Am I right?

                            Can you run MMC.exe?

                            try also this:
                            Start | Run,
                            Code:
                            runas /user:administrator "AT.exe hh:mm /interactive explorer.exe /separate"
Where hh.mm must be a time at least two minutes later than the time showed on te computer clock (or instead of the at scheduler you can also use PsExec.exe with the /s switch to start windows explorer, then you don't have to wait the two minutes).

When Windows explorer is started this way (now being runned as the systemaccount), browse to the folder,
                            ..\WINDOWS\system32
and double click GPEDIT to open the console.

If you think your system has been compromised, then yes reinstalling the OS would be a good move. But, you also need to take measures to ensure that your system is not compromised again. What firewall, anti-virus and anti-malware are you using?
