Are you on a network machine or is this on a home PC? If home, create a new shortcut and put it on the desktop. If a network PC, then you may need to speak to the network Administrator.

        Do start menu shortcuts work?

Please tell us the machine OS and network environment otherwise we are reduced to mere guesswork. I think we have ruled out Windows 3.1 but not much else

It is connected to the net,i think it was a trojan name desktop lock,i thought that it was because of virus so i scan and the scanner detect the desktop lock virus.so i delete it and now its working fine.
